
Wily, a mad scientist and Zero's creator. Zero has recently been haunted by visions of a mysterious figure who tells him to destroy. Their rivalry spans as far back as when Zero was once known as the Red Maverick and Sigma was leader of the Maverick Hunter force. Zero has had encounters with the maverick leader Sigma, in the past and present. Like his friend, though, Zero can be calm and think rationally. In contrast to X, Zero is more aggressive and prefers to fight, given the situation. Zero - Zero is an elite hunter and a close friend of X.After defeating Sigma and escaping the Final Weapon, X reflects on whether or not it is in his future to become a Maverick himself. Following General's defeat, X and Zero learn that someone, namely Sigma, has been pulling the strings and instigating the Repliforce War. X defeats Double and proceeds to seek answers from General. He reveals his true purpose to X and transforms his body to combat the hunter. Unknown to him though, Double abandons the Maverick Hunter Headquaters and finds X at the Final Weapon. When the remaining members of the Repliforce leaves to outer space to begin its new reploid nation, X goes to the Final Weapon, leaving Double in charge of the operation on Earth. During the Repliforce War, X befriends Double, who in secret is a spy sent by Sigma to monitor X's actions. X is level-headed and rational, but hesistant to fight at times. He has defeated Sigma several times in the past and is legendary among reploids. Mega Man X - X is the leader of the Maverick Hunters 17th Unit and an elite hunter.Two new Tanks have been added: a "Weapon Tank (W-Tank)", which fills up special weapons and an "EX Tank", which increases the character's default lives from two to four whenever the player continues from a save point. Two "Sub Tanks" can also be found, which can be filled with life energy and then be used to replenish the player's health at any time. The player character's maximum health can be extended by obtaining a "Heart Tank" in each of the eight stages.

However, Zero cannot upgrade any of his body parts in this game. Rather than acquiring weapons from the bosses (with the exception of his Giga Attack), Zero learns special techniques such as the "Hienkyaku" air-dash and "Kuuenbu" double-jump. The Z-Saber's power and accuracy compensate for its lack of range this offers the player a different form of challenge against bosses. Zero is more melee-oriented than X by using a "Z-Saber" sword. In some stages, the player can find hidden capsules that contain armor upgrades that greatly enhance X's capabilities. These weapons have limited ammunition, displayed by a meter next to one's health, both of which can be refilled by picking up power-ups dropped by destroyed enemies. A new weapon is given to the player with each boss defeated while playing as X. It can be charged to fire stronger shots. X wields the "X-Buster", a plasma cannon on his arm that he uses to attack foes from a distance. Though both of them go through the same stages, they operate differently and are challenged differently from the terrain. The two characters cannot be switched during a playthrough. New to Mega Man X4 is the ability to play through the game either as X or Zero fully, (while Zero was playable in Mega Man X3, he acted only as a backup for X). Every boss is weak to a particular ability, adding an element of strategy to the order in which the player completes the stages. Each of the eight initial stages contains one Maverick boss, and defeating this boss gives the player a new ability. Some levels contain ridable vehicles such as hover bikes and armored-mecha.

The player character retains the capabilities from previous entries in the Mega Man X series like dashing and scaling walls. In these stages, the player must avoid obstacles like falling debris and spikes, and destroy enemy robots to reach the end of the stages. The player is presented with a series of action-platforming stages that can be cleared in any order desired. The gameplay in Mega Man X4 is similar to the previous installments of the Mega Man X series.
